MAAN Institute produces rigorous, evidence-based policy research that informs Somaliland’s diplomatic strategy. From international recognition frameworks to bilateral engagement models, our research provides the intellectual foundation for strategic decision-making at the highest levels of government and civil society.

We monitor and analyse the shifting geopolitical landscape of the Horn of Africa and the Red Sea region, translating complex dynamics into clear, actionable intelligence. Our analysis helps Somaliland’s government and partners anticipate risks, identify opportunities, and respond to emerging developments with confidence.

We train Somaliland’s diplomats, government officials, and civil society leaders in international law, negotiation, multilateral engagement, and public diplomacy — equipping them with the skills to advocate effectively on the world stage.

Somaliland’s global diaspora is one of its most powerful diplomatic assets. MAAN Institute’s Diaspora Diplomacy Programme trains and connects community advocates in the UK, Scandinavia, North America, and the Gulf to engage their host governments on Somaliland’s recognition case.
We develop economic policy frameworks that support Somaliland’s growth — from investment protection and financial sector reform to the Berbera Economic Free Zone strategy. Our work bridges the gap between Somaliland’s economic potential and the international investment community.

Strong institutions are the foundation of a credible state. MAAN Institute works with Somaliland’s civil society organisations, parliamentary bodies, and government ministries to strengthen governance frameworks, democratic accountability, and public administration — ensuring the institutions that underpin Somaliland’s democratic record continue to develop and endure.
